The Human High Council, the fittest of the genetically deficient beings, sought to preserve their civilization against Apocalypse. After examining data rods given to them by Sinister, one of Apocalypse's Horsemen, and couriered by Weapon X and Jean Grey, the Council decided to launch a nuclear strike on America.

The Human High Council and the Eurasian Security Forces are made up of humans who include, in our reality, allies and enemies of the X-Men, Avengers, and Fantastic Four.
